In accordance with the proposed change of Reference Offer for Unbundled Access to the Local Loop and Agency for electronic communications adopted Decision No. UP 1 no. 1304-471 dated 21.06.2019 and in line with the relevant regulation, Makedonski Telekom AD publishes the Offer below. With a Decision number 02-144/30 from 27.05.2011, delivered to Makedonski Telekom AD on 31.05.2011, the Agency for Electronic Communications has approved the proposed modification of the Reference Offer for Unbundled Access to the Local Loop (MATERUO) of Makedonski Telekom AD – Skopje.

27.05.2011 – Announcement of the modification of the Reference Offer for Unbundled Access to the Local Loop of Makedonski Telekom AD – Skopje (MATERUO)
In accordance with a Decision number 02-144/21 from 11.03.2011 issued by the Agency for Electronic Communications, Makedonski Telekom AD modified the Reference Offer for Unbundled Access to the Local Loop (MATERUO) of Makedonski Telekom AD – Skopje (MATERUO) in the Annex 8B(Fees) point 1.2.1, 2.2.1 and 2.2.2 and also deleted point 3.2.3, 4.2.2 and 5.2.3 in the text and table accordingly. In line with the previous mentioned as of 01.04.2011 Makedonski Telekom AD applies the following new fees:

Monthly fee for entry control/security system for all types of collocation as of 01.04.2011 is not valid.

17.03.2010 – Announcement of the modification of the Reference Offer for Unbundled Access to the Local Loop of Makedonski Telekom AD – Skopje (MATERUO)
On 12.03.2010, with a Decision number 02-962/2 from 11.03.2010, the Agency for Electronic Communications has approved the proposed modification of the Reference Offer for Unbundled Access to the Local Loop (MATERUO) of Makedonski Telekom AD – Skopje.

05.01.2009 – Announcement of the modification of the Reference Offer for Unbundled Access to the Local Loop (MATERUO)
Makedonski Telekom AD – Skopje on 31.12.2008 received an Approval from the Agency for Electronic Communications No. 202/2 dated 31.12.2008 for the modification of its Reference Offer for Unbundled Access to the Local Loop (MATERUO). The obligation for Makedonski Telekom AD – Skopje for modification and amendment of the Reference Offer for Unbundled Access to the Local Loop (MATERUO) arises from the new Rulebook on the level of details of the information which shall be published in the Reference Offer for Unbundled Access to the Local Loop and the method of the explanation thereof, which is published in the Official Gazette number 112 dated 2008. Makedonski Telekom AD – Skopje has submitted its version of the Reference Offer for Unbundled Access to the Local Loop (MATERUO) for consideration to the Agency for Electronic Communications as a version 2.0 with a letter No. 08-412886/1 dated 13.10.2008.

23.07.2008 – Announcement of the modification of the Reference Offer for Unbundled Access to the Local Loop of Makedonski Telekom AD – Skopje (MATERUO) On 18.07.2008, with a Decision number 08-20229/1, the Agency for Electronic Communications has approved the proposed modification of the Reference Offer for Unbundled Access to the Local Loop (MATERUO) of Makedonski Telekom AD – Skopje.
The modifications proposed on the initiative of Makedonski Telekom AD – Skopje refer to the updating of the data in Annex 3 which is published as version 1.8:

05.06.2008 – Announcement of the Modification of the Reference Offer for Unbundled Access to the Local Loop of Makedonski Telekom AD – Skopje (MATERUO) On 23.04.2008, with a letter No. 08 dated 153750/1 Makedonski Telekom AD – Skopje has submitted the modification of the Reference Offer for Unbundled Access to the Local Loop (MATERUO). The Director of the Agency for Electronic Communications (AEK) on 29.05.2008 submitted an Approval No. 08-194902/1 whereby the modification of the MATERUO has been approved. Pursuant to the foregoing, Makedonski Telekom AD – Skopje announces:

30.05.2008 – Announcement of the Modification of the Reference Offer for Unbundled Access to the Local Loop of Makedonski Telekom AD – Skopje (MATERUO)
On 26.05.2008, the Director of the Agency for Electronic Communications (AEK) has submitted an Approval No. 02 – 102/3 dated 23.05.2008, whereby the modification of the MATERUO has been approved. The modification of the MATERUO is in accordance with the final audit report of the authorized auditor, Company for audit and consulting TRIO – CONSULTING, whose selection has been approved by the Agency for Electronic Communications with reference to the conducted audit of the LRIC cost model for calculation of the prices for interconnection. The audit of the LRIC cost model has been conducted in accordance with Article 48 of the Law on Electronic Communications which stipulates that the authorized auditor should confirm the accuracy of the cost accounting system. Pursuant to the Decision dated 23.05.2008, Makedonski Telekom AD – Skopje announces:

18.02.2008 – Announcement of amendments to the Reference Offer for Unbundled Access to Local Loop of Makedonski Telekom AD (MATERUO)

On 11.02.2008, the Director of the Electronic Communications Agency adopted the Decision no. 02 – 616/1 dated 04.02.2008, approving amendments to the MATERUO, in accordance with the request for amendments to the MATERIO initiated by Makedonski Telekom AD.
On its own initiative, Makedonski Telekom AD issues only the accepted amendments to the MATERUO, as version 1.5, with the following content:

• Amended Annex 4.C (Technical and Environmental Conditions for the Collocation Facility);
• Amended Annex 6.А (Process of Concluding a General Contract for Unbundled Access to Local Loop and Relevant Individual Contracts);

08.08.2007 - Announcement of amendments to the Reference Offer for Unbundled Access to Local Loop (MATERUO)

On 03.07.2007, Makedonski Telekom AD, on its own initiative, submitted to the Electronic Communications Agency a proposal for amendments to the MATERUO, no. 09.111/1-07 with a proposal for decreasing the monthly fee for shared access. The Agency approved the proposal for amendments to the MATERUO, with the Decision no. 05-11/2 dated 01.08.2007, in accordance with which Makedonski Telekom AD issues the following:

Amended Annex 8.B (Fees), version 1.4.

On 02.04.2007, Makedonski Telekom AD submitted a request for approval of the amended version of the approved MATERUO in accordance with the cost accounting system previously submitted to the Director as body of the Electronic Communications Agency. Since the Electronic Communications Agency did not reach a decision on the proposed amended version of the MATERUO submitted by Makedonski Telekom AD, in accordance with the authorisations of the Committee as body of the Electronic Communications Agency acting and adopting second instance resolutions, adopted a partial Decision no. 11-72/2 dated 16.07.2007 on the approval of technical details of the submitted amended version of MATERUO and refusal of the proposed prices. The partial Decision was submitted to Makedonski Telekom AD on 06.08.2007, in accordance with which Makedonski Telekom AD issues the following:

07.06.2007 - Announcement of amendments to the Reference Offer for Unbundled Access to Local Loop (MATERUO)

On 15.02.2007, Makedonski Telekom AD received the Decision of the Electronic Communications Agency no. 02-1/1 dated 14.02.2007 on amendments to its Reference Offer for Unbundled Access to Local Loop (MATERUO). On 02.04.2007, Makedonski Telekom AD submitted an amended version of the MATERUO in accordance with the cost accounting system previously submitted to the Director of the Electronic Communications Agency. Given the fact that, upon the expiry of 60 (sixty) days from the day the MATERUO was submitted, the Director of the Electronic Communications Agency did not adopt a resolution on approving/denying the submitted amended version of MATERUO and the administrative procedure was not complete, Makedonski Telekom AD, in accordance with the Decision dated 14.02.2007 issues the following:

24.07.2006 – The first Reference Offer for Unbundled Access to Local Loop (MATERUO) issued

As operator of public fixed communication network with significant market power on the market of fixed voice telephone networks and services and as subject that owns an electronic communication network required for providing these services - Makedonski Telekom AD is obliged, in accordance with the Law on Electronic Communications (Official Gazette no. 12/2005), to provide a range of services specified in the Law and the relevant bylaw on Unbundled Access to Local Loop and Makedonski Telekom AD, based on these obligations, issues its Reference Offer for Unbundled Access to Local Loop (MATERUO) as approved by the Electronic Communications Agency which defines the terms and conditions for alternative operators of public communication networks/providers of public communication services that requested Unbundled Access to Local Loop.

The Reference Offer for Unbundled Access to Local Loop of Makedonski Telekom AD (MATERUO) includes the technical and legal conditions with the fulfilment of which Unbundled Access to Local Loop can be provided to alternative operators of public communication networks/providers of public communication services that requested such access from Makedonski Telekom AD.
In this manner, following the implementation of the Unbundled Access to Local Loop, the alternative operators or providers can provide services of fixed voice telephony and/or broadband services for data transfer to their end-users.
MATERUO enters into force on the day of issuing thereof on 24.07.2006.

Makedonski Telekom AD, in accordance with the development of Unbundled Access to Local Loop will issue a “List of equipment that can be connected to the network of Makedonski Telekom AD” and it is to be consistently and regularly supplemented in accordance with the conducted measuring of the new equipment that was not previously on the list.

MATERUO – Reference Offer for Unbundled Access to Local Loop
